Customs & paperwork into Norway

Moving from an EU country

Because Norway is outside the EU customs union, a move from any EU country involves an export declaration on the EU side and an import into Norway. We handle both.

Living in Norway is simple for EU and EEA citizens, who register with the police for stays over three months. Your household goods, however, follow the customs rules below whatever your nationality.

Duty-free household goods

Your household goods can enter Norway free of duty and VAT when you move there. To qualify:

  • you have lived abroad continuously for at least one year;
  • you have owned and used your belongings during your stay abroad and will keep using them in Norway;
  • the import is part of your move to Norway;
  • your goods are imported within a reasonable time and no later than one year after your move.

Your goods are declared on Norwegian customs form RD0030, with an inventory list.

If you do not yet have a Norwegian identity number, a temporary customs number must be requested before clearance. We arrange it with you.

Vehicles are not covered by the household goods exemption — see below.

Documents usually required for customs clearance

  • Valid passport
  • Norwegian customs form RD0030, completed and signed
  • An inventory list of your belongings
  • Your Norwegian identity number, or a temporary customs number
  • Proof of your move to Norway (employment contract, tenancy agreement or registration)

Food, alcohol, tobacco, weapons, plants and animals follow separate rules. We review your inventory before packing so nothing is held at the border.

Vehicles and restricted items

  • Vehicles Unlike in most countries, vehicles are not exempt as household goods. Importing a car into Norway usually means paying customs, VAT and registration tax, which can be high. Get an estimate before deciding to ship a vehicle.
  • Alcohol and tobacco Not exempt. Small traveller quotas may apply; larger quantities are heavily taxed.
  • Food, plants and weapons Food products, plants and animals have their own restrictions. Weapons require a police permit.
  • Pets Pets travel separately from household goods. Requirements depend on the country of origin; dogs coming from most countries need a tapeworm treatment before entry.

How a move to Norway works

  1. Free quote. Give us your departure address, your new home in Norway and a rough volume. We send an online estimate right away and a written quote within a day.
  2. Survey and planning. A coordinator confirms your volume and the transport mode, and reviews the customs rules that apply to your move to Norway.
  3. Packing and collection. A packing crew comes to your address, prepares every item and loads the truck or the container at your door.
  4. Transport. By road across Europe, or by sea container between continents — whichever best fits your route to Norway.
  5. Customs clearance (where required). Customs paperwork for Norway is prepared and filed on your behalf (Norwegian form RD0030 and border clearance).
  6. Delivery and set-up. Final-mile delivery to your door; unpacking and reassembly are added when your quote includes them.

A single point of contact handles your move to Norway from estimate to delivery.

How the price of your move to Norway is calculated

Your price to Norway is built from a handful of concrete variables, the same for every international mover:

  • Volume — the single biggest lever on the price, in m³. The online calculator walks you through it one room at a time.
  • Distance and route — measured on the actual road, from your door to your delivery address in Norway.
  • Transport mode — shared load, dedicated truck, sea container (shared or exclusive) or air freight.
  • Services — packing, taking furniture apart and reassembling it, crating fragile pieces, storage, island delivery.
  • Access — walk-up floors, pedestrian streets, long carries from the truck, and hoists where access is tight.
  • Customs — brokerage, declaration and port handling charges on routes to Norway that cross a customs border.
  • Insurance — calculated as a percentage of the declared value of your belongings.

Frequently asked questions

Do I pay customs duties when moving to Norway from the EU?
Not on your household goods if you have lived abroad for at least a year and owned and used them there. Norway is outside the EU customs union, so the goods must still be declared on form RD0030.
Can I bring my car to Norway duty-free?
Usually not. Vehicles are excluded from the household goods exemption, and importing one generally means paying customs, VAT and registration tax. Check the cost before shipping.
What is form RD0030?
It is the Norwegian customs declaration for household goods when moving to Norway. It is submitted with an inventory list of your belongings.
I do not have a Norwegian ID number yet. Is that a problem?
No. A temporary customs number can be requested before clearance. We arrange it with you.
How long does a move to Norway take?
From Sweden or Denmark, a dedicated truck delivers within a few days. From Western Europe, usually within a week, plus border clearance. From North America, allow seven to eleven weeks by sea container.
